Edit: went looking again. The certificate is installed with the MyCupra app, scroll down on the main screen to the Plug & Charge option and it's in there

The certificate is installed by the app (Easy Charging) when you pair the car, there's no dealer visit required.

They're not recalls, they are service bulletins. An important difference.

Don't think it goes with the copper bits at all

They are high end sports tyres. I'd put them on a Golf R, but would be a waste on a Cupra Born. I'd go the normal PS4 or PS5. There's no bad Michelins though.

They came fitted from factory to my Leon 1.5 TSi.

P&C works just fine here in Ireland on Ionity. Running 3.5
